Incentive money on a new air conditioner or heat pump in Tampa Bay comes from two places: your electric utility and the equipment manufacturer. Neither one shows up on a quote unless somebody checks. And neither is the largest number involved, which is what the equipment costs you to run every month for the next fifteen years.
Where the incentive money is
Utility rebates are the main source. Florida electric utilities run their own efficiency programs aimed at high-efficiency heat pumps, duct sealing and sometimes insulation, funded through the utility, not through tax policy. These programs open, close, change their qualifying thresholds and exhaust their budget for a given year, which is exactly why you will not find an amount quoted on this page. Call your own provider, by name. Ask what is active right now for a residential heat pump replacement.
Rebates generally work the same way regardless of who is offering them. The equipment has to meet a stated efficiency threshold, the work usually has to be done by a licensed contractor, and there is a paperwork deadline. Miss it and the money is gone even though you qualified.
Manufacturer promotions are the other live source. Equipment makers discount seasonally, and the discounts are usually strongest in spring and fall when demand dips and warehouses need clearing. We will tell you what is running on the specific equipment we are quoting, at the time we quote it.

How a utility rebate is decided
A utility program publishes an efficiency threshold and pays a set amount for equipment that meets it. That threshold is where people get caught, because the rating that counts is the rating of the matched pair, the outdoor unit together with the specific indoor coil or air handler it is installed with. That combination has its own listing with AHRI, the industry body that certifies the ratings, and the number on it can be lower than the number on the outdoor unit's brochure. Ask for the AHRI reference number for the exact pairing being quoted. Duke Energy Florida's program, for one, asks for it on the application.
After that it is paperwork. A licensed and insured contractor has to do the work, the application wants the model and serial numbers of both halves of the system, and there is a filing deadline that varies by program. Ask what it is before the work is done, and ask whether the program is currently open.
Which utility you are on decides the program
Tampa Bay is served by three electric providers, and each runs its own program on its own terms. Tampa Electric serves Hillsborough County and parts of Pasco and Pinellas. Duke Energy Florida serves Pinellas and much of Pasco. The Withlacoochee River Electric Cooperative serves parts of Pasco and Hernando. Whichever name is at the top of your electric bill is the program you are eligible for, and a neighbor two streets over in a different service territory may have a different answer. Timing the purchase
A replacement that is not an emergency has a best season, and it is not August. Manufacturer promotions cluster in spring and fall when demand dips. A system that fails in July gets replaced in July, but a system in its fourteenth year with a rising repair history is a planning problem, not a crisis, and planning it for March or October tends to catch the promotion.
The Florida angle
Florida has no state income tax, so there is no state HVAC program to go looking for. This surprises people who move down from the northeast and expect the program their neighbor had. Here, the utility is the program.
Property Assessed Clean Energy financing exists in parts of Florida for efficiency improvements. It attaches the obligation to the property rather than to you personally, which sounds appealing and creates real complications at resale, because a buyer inherits the assessment. Read the terms carefully and have someone who is not selling you the equipment look at them.
Where the real money is
The case for high-efficiency equipment rests on operating cost, and in Florida that case is strong because our systems run so many hours a year. A house in Hillsborough or Pasco County asks its air conditioner to work from March through November, so efficiency differences that would take twenty years to matter in Ohio pay back much faster here. It is simply running more.
The Department of Energy minimum for the Southeast region has been 14.3 SEER2 for systems under 45,000 BTU and 13.8 SEER2 for 45,000 to 65,000 BTU since January 1, 2023. Those are floors, not targets. The decision worth thinking about is how far above the floor to go, and the answer depends on how long you plan to stay in the house and what your current system costs you every August.
Sizing and installation quality affect your bill more than the number on the sticker does. An oversized system short-cycles, never dehumidifies properly, and makes you overcool to feel comfortable. Leaky ducts in a 120 to 130 degree attic waste conditioned air no matter what the equipment is rated at. Fixing those two things frequently does more for a power bill than paying up two efficiency tiers, and it costs less. Efficiency work that actually pays back tends to start there.
Verify before you count on anything
Rebate programs change constantly and this page will age. Before you let one influence a purchase:
- Check active programs with your electric utility, by name, and ask about deadlines.
- Ask what manufacturer promotions are live on the exact equipment being quoted.
- Confirm any efficiency threshold applies to the specific model and coil combination, not to the product line in general. This one catches people, because an outdoor unit paired with a different indoor coil produces a different rating.
